Pittsburgh Water and Sewer launches new permitting portal on CityGrows (now ClearForms!)

“Enhanced customer service, shorter processing times, and greater convenience are all possible through the technology improvements underway at the Pittsburgh Water and Sewer Authority,” said Chief Executive Officer Will Pickering.This is the first usage of ClearForms software for water and sewer-specific permit types including:

  • Hydrant Flow Test
  • Dye Test Certification (required for property transfers)
  • Hydrant Meter Permit (for construction sites using water taken directly from hydrants)
  • Residential Permit (new water connections for single family homes)
  • Tap Termination Permit.

PGH2O chose ClearForms in order to bring mobile-ready applications, automated email notifications, chat discussions, digitally issued and downloadable permits, and 24/7 access for each applicant to their personalized dashboard. Additionally, staff are more easily able to receive, review, and approve permits, saving time and allowing applicants to complete the permit process more quickly.


Estimated permit costs and the average time needed to complete each application are automatically generated by ClearForms software and are based on real-time data. Applicants can sign in and check the status of their application at any time.
